WDS serves the USDA Office of Human Resource Management (OHRM) Enterprise Performance Management Application (EPMA) with modernization services. In 2016 WDS was awarded a contract to create the USDA Food Safety Inspection Services (FSIS) Human Resources General Support System (HR-GSS) which modernized 29 disparate HR applications into a single HR platform designed to manage the lifecycle of employees from recruitment to retirement. The HR-GSS contract encompassed multiple modules covering a multitude of HR functions (Performance Management, Workers’ Compensation, Workplace Violence Prevention, Position Management, Personnel Action Processing (SF-52) among other functional areas). The project was one of first to deploy Agile methodology at USDA. The project’s success led to WDS winning USDA’s Small Business of the Year award in 2017. Beginning in 2020 Weems was awarded a contract to create the Enterprise Performance Management Application (EPMA) taking the initial work done at FSIS and expanding the module across the entire USDA enterprise. In 2021 WDS was awarded a 5 year $100M BPA to continue modernization efforts across USDA adding new capabilities.
